Is a spider lift considered a MEWP?

Yes. MEWP stands for Mobile Elevating Work Platform. In the industry, we classify a spider lift as a 'Static Boom' (IPAF Category 1b). Once the tracks are off the ground and the outriggers are set, the chassis stays stationary while you operate the boom.
